Supervisor Training Assistance Kit.
The video/DVD with a Leader's Guide along with the Aviation Supervisor's Manual for FAA/DOT Alcohol and Drug Testing Rules is designed to help the employer be in compliance with the education and trainingrequirements of 14 CFR Part 121 and 49 CFR Part 40
Who should take this training?
The FAA/DOT Alcohol and Drug Testing Rules training is mandated by DOT/FAA for all managers and supervisors of employees designed by DOT regulations as being in safety-sensitive positions (e.g., flight crew, dispatchers, aircraft maintenance, etc.). All existing managers and supervisors that fit this criteria must take this
course. New supervisors and managers must be trained as soon possible after hire, promotion, or transfer to safety-sensitive management duty. The size of a flight operation does not change the FAA requirement for supervisor training. |

What are the objectives of the FAA/DOT Alcohol and Drug Testing Rules training?
As a result of this training program, supervisors and managers will be able to:
- Describe their role and responsibilities implementing your substance abuse
policy according to FAA/DOT rules.
- Identify the person(s) (Designated Employer Representative [DER], HR, etc.)
designated to answer questions about your company's FAA/DOT rules, and
your substance abuse policy and procedures.
- List the categories of employees subject to DOT/FAA regulations.
- Describe specific conduct that is prohibited and when that conduct is prohibited.
- List the types of drug/alcohol tests that can be done.
- Define refusals to test and consequences.
- Recognize the effects, signs, and symptoms of possible alcohol or drug use on
individual's health, work, and personal life; signs and symptoms of an alcohol
problem and available methods of evaluating and resolving problems.
- Demonstrate how to effectively intervene in a reasonable cause/suspicion situation.
associated with the misuse of alcohol and intervening when an alcohol or
drug problem is suspected, including confrontation, referral to an available
employee assistance program, and/or referral to management.
- Describe, in general terms, the procedures for each type of testing.
- Describe the FAA/DOT consequences for prohibited conduct including
removal from safety-sensitive duties, and possible permanent disqualification
from service.
- Provide employees with the information they need about the DOT/FAA rules,
procedures, and EAP resources to contact in case of a problem.
Video: short segments on Vidio/DVD A supervisor program designed to help employers meet both the initial alcohol and drug training requirements and the recurrent employee assistance and reasonable suspicion for drugs training requirements of 14 CFR Part 121.
Compliance is never easy but we made it simple by organizing the requirements into a easy to use training outline that included the inclusion of the company's substance abuse policy.
Leader's Guide
We followed the specified information requirements to design a program that featured professionals from around the country to inform the supervisor about their role and responsibilities. The Leader Guide provides an easy to follow outline that connects the video segments.
There are templates for overhead transparencies for group
training, along with reproducible handouts that includes a training
session recording keeping sheet.
Aviation Supervisor's Manual
To assist in the learning process we developed the Aviation Supervisor's
Manual so that supervisors could watch the video segments without
having to take detailed notes. There is space for personal notes and your
organization's substance abuse policy. Along with your substance abuse
policy this manual can act as a resource to answer questions about what to do
in different situations, and where to find help.
